Well I think the time has come to get people onto this sight weather they like it or not. So we need a punishment/reward system up to get this going. Unless you guys think otherwise.

Just an idea: make forum registration a requirement. Without it, no promotion from seeker to warrior and if, after a friendly reminder, there still is no registration, kick. In order to make it worthwhile, warriors should have one or more 'privileges' compared to a seeker, e.g. priority in joining guild/alliance warbands.
